The building was designed in the simple form of a regular cuboid. The most significant architectural element of the building is the facades: identical on all sides with a clear division into horizontal strips between floors and a clear emphasis on vertical windows in the rooms. The building on both floors has a set of work rooms in the form of office rooms, conference rooms and storage or archives. The function of the work rooms is supplemented by additional rooms – sanitary, housekeeping and technical rooms.
